Paul Taylor, PhD

Paul W. Taylor is the Chief Content Officer for e.Republic. He also serves as the Editor-at-Large of GOVERNING magazine.

In his role as Chief Content Officer, Paul works with e.Republic’s editorial, research and conference teams to identify issues and content initiatives vital to public service, coordinating the combined resources of Governing, Government Technology, Emergency Management, Public CIO, the GOVERNING Institute and the Center for Digital Government and Center for Digital Education to ensure that relevant and useable content is comprehensively developed and delivered to e.Republic’s audiences.

Additionally, Taylor is responsible for collaborative content initiatives and other partnerships.  He also consults on the selection and deployment of new technologies for e.Republic media platforms.

Taylor has been with e.Republic since 2002, previously serving as the Chief Strategy Officer for the Center for Digital Government where he headed its efforts in benchmarking and analysis of information technology policies and practices in state and local government.

Prior to joining the Center, Taylor served as the Deputy State Chief Information Officer (CIO) in Washington State -- serving as both the deputy director of the Washington State Department of Information Services (DIS) and Chief of Staff of the Information Services Board (ISB). 

Dr. Taylor came to public service following over twenty years of work in media, multimedia and Internet start-ups. Earlier in his career, he worked in local and network broadcasting in Canada – including CTV Host Broadcaster during the Winter Olympic Games in Calgary, Global Television in Winnipeg where he covered politics, produced documentaries and anchored local newscasts and CKO Radio Network in Winnipeg as assistant news and program director. 

He has also served on numerous Boards of Advisors of new media and educational concerns. He is among a number of affiliated experts with the non-profit, non-partisan Information Technology and Innovation Foundation (ITIF) in Washington, DC.A columnist for GOVERNING, Government Technology and Public CIO magazines, Taylor regularly speaks to regional, national and international audiences on technological and societal change, government modernization and public policy matters.

Taylor holds a Masters in Communications Studies from the University of Calgary and a Ph.D. in Communications from the University of Washington.  He is a former Gilder Fellow and Fulbright Scholarship recipient.
